ミズテツオは、1980年代に「フラッグ・シリーズ」で脚光を浴びた画家である。本シリーズでは、海上での船舶間通信に用いられる「国際信号旗」を組み合わせ、タイトルをデザインしている。

イタリア、フランス、スペインなどに長く居住し、各地で展示を開催。1987年にはローマ近郊アンツィオのコンクールに招聘出品し、特別賞を受賞。さらに、サンタ・アンナ教会のステンドグラス制作を依頼される。

「ピカソ・ダリ・シャガール・ミズ」展（1989年・バルセロナ）、「ダリ・ミズ」展（1990年・ボーヌ、フランス）などからも、欧州の画壇における高い評価がうかがえる。その作風は、極細のラインで仕切られたマットで量感のある絵肌が特徴的で、現代の抽象でありながら浮世絵との類似を指摘されることもある。

また、Art Basel（スイス）、FIAC（パリ）、Art Rio（ブラジル）など、数多くのアートフェアにも出展。1998年には、長野冬季オリンピックのフィギュアスケート会場「ホワイトリング」のエントランスホール正面に、巨大な陶壁画（32m×6m）を制作した。

Tetsuo Mizu rose to prominence in the 1980s with his Flag Series, in which he incorporated international maritime signal flags into his title designs.

He lived in Italy, France, and Spain for many years, holding exhibitions in various locations. In 1987, he was invited to participate in a competition in Anzio, near Rome, where he received a special award. He was also commissioned to create stained glass windows for Santa Anna Church.

His prominence in the European art scene is reflected in exhibitions such as Picasso, Dalí, Chagall, Mizu (1989, Barcelona) and Dalí, Mizu (1990, Beaune, France). His distinctive style—characterized by fine, precise lines and a matte yet textured surface—has been noted for its resemblance to both contemporary abstraction and traditional Japanese ukiyo-e.

Mizu has also participated in numerous international art fairs, including Art Basel (Switzerland), FIAC (Paris), and Art Rio (Brazil). In 1998, he created a monumental ceramic mural (32m × 6m) for the entrance hall of White Ring, the figure skating venue for the Nagano Winter Olympics.​
